This guide was checked against Government24 and Korea Gas Corporation (KOGAS) notices as of October 27, 2026. It is a separate program from the Energy Voucher, with a different application window and a different way of paying out.

Who Can Get the City Gas Bill Discount?

The program covers groups defined by law as socially supported. You qualify if you fall into any one of these.

  • Recipients of livelihood, housing, medical or education benefits
  • Households in the near-poor group
  • People with severe disabilities
  • May 18 Democratization Movement participants and national merit recipients with a grade 1 to 3 injury rating
  • Independent patriots or their highest-ranking surviving family member
  • Large families with three or more children or grandchildren

For large families, count by the household register. In a foster household, foster children are added to the count, and three or more is enough. If a child or grandchild under 18 is registered in a separate household, documents such as a family relation certificate can show they belong to the same household.

How Much Is the Monthly Cap for Each Group?

The discount applies only to usage charges, not the basic charge, and the amounts below are monthly ceilings. The table shows the combined cap for households that use gas for both heating and cooking.

KRW 148,000 is the winter maximum for benefit recipients and the near-poor who do not receive the Energy Voucher. If you receive the voucher too, the same group drops to KRW 86,000. Large families have a winter cap of KRW 18,000, lower than benefit recipients. Households that use gas only for cooking have separate caps, so ask your gas company.

Where and How Do You Apply?

Your registered address decides where you apply. Online and in-person applications use the same form.

  1. Prepare the city gas bill discount application and the consent form for personal data collection and use.
  2. For an in-person visit, pick one of your local gas company, the community service center or the regional veterans office. For online, use Government24 or Bokjiro.
  3. Large families submit a family relation certificate if the household register does not show children or grandchildren under 18.
  4. Foreign residents with disabilities submit an alien registration card or a domestic residence report card.

If you cannot apply yourself, KOGAS can apply on your behalf. The dedicated call center number is 053-250-3900. The Government24 service page says online applications need simple authentication or a certificate, so have one ready beforehand.

What Happens If Your Status Changes After Applying?

Tell your local gas company if your status changes, you move, your energy source changes or your Energy Voucher status changes. If the status that earned the discount ends, the discount can be cancelled.

The discount cannot be applied retroactively from the date of change to the date you submitted the application. So it is better to apply as soon as you become eligible.

Who Should You Contact With Questions?

For gas bill questions, call the KOGAS main line at 053-670-0114 (toll applies, weekdays 9:00 to 18:00). If using Government24 is hard, ask the Government24 call center at 1588-2188 or dial 110 with no area code. Your local gas company may have its own intake method, so call its customer center before you visit.

Frequently Asked Questions

Can I apply for the city gas bill discount if I already receive the Energy Voucher?

Yes. The caps are set separately for people who receive both. For Energy Voucher recipients the winter cap is KRW 86,000 a month, while livelihood, medical, housing and education benefit recipients and the near-poor who do not receive the voucher have a KRW 148,000 cap.

If I qualify in more than one way, are the caps added together?

No. When you fit several categories, only the highest single cap applies at the time you apply. If the status that earned the discount changes, the discount can be cancelled, so you need to tell your gas company.

Can I get the discount back for the period between becoming eligible and applying?

No. The discount is not applied retroactively to the period between the date your status changed and the date you submitted the application, so it is better to apply right after you become eligible.
