How low must assessed income be for each household size?

The threshold varies with household size. Assessed income is the income evaluation amount plus the income-converted value of your assets. It isn't just your salary; your assets are counted too.

The 2026 figures are higher than 2025 in every bracket. The Policy Briefing sets the Housing Benefit threshold alongside Medical Benefit at 40% and Education Benefit at 50%, and says a 2-person household qualifies at KRW 2,015,660 a month.

Is your parents' income considered too?

No. The guidance says that regardless of whether an obligated supporter has income or assets, a household qualifies if its own assessed income is 48% or less. If you live separately and pay rent, you don't have to give up before applying because of your parents' income.

That said, who gets grouped into one household can vary depending on your resident registration and your actual living arrangement. Confirm this at the community service center.

Up to how much rent counts for support?

Renting households receive support for the rent they actually pay, within the standard rent ceiling. The standard rent is set by the region you live in and your household size. The figures below are for 2026.

The amounts in this table are only the benchmarks that set the support ceiling. What you actually receive is decided by looking at assessed income, household size, housing type and your level of housing cost burden together. Don't read the figures in the table as the amount you'll get.

If you live in your own home, can't you get Housing Benefit?

Homeowner households can qualify too. In that case, instead of rent support you receive repair and maintenance benefits for fixing up the home. The guidance amounts are KRW 5.9 million for minor repairs every 3 years, KRW 10.95 million for medium repairs every 5 years, and KRW 16.01 million for major repairs every 7 years.

There is no separate cash payment apart from home repairs. The age of the home and the repair costs it needs are also taken into account.

Where and how do you apply?

There are two places to apply. You can visit the neighborhood administrative welfare center for your registered address, or apply online on the Bokjiro website.

Here are the documents to prepare.

  1. Fill out the social security benefit provision (change) application, the income and asset declaration, and the financial information consent form. They are available at the community service center.
  2. Bring your lease. If you sublease, bring the sublease contract.
  3. Prepare a copy of your bankbook and your ID.
  4. Depending on your situation, you may be asked for additional documents such as an employment and wage confirmation, a disability registration card, or a family register transcript.

If a relative or someone else applies for you, they need a power of attorney, a copy of the recipient's ID, and the agent's own ID. If you submit a loan-for-use confirmation that the homeowner verifies, the guidance says benefit payments are restricted except for certain households.

What should you check at the end?

The guidance page I checked did not show an application deadline. Don't try to work out for yourself whether applications are open now or what your household's assessed income is. Ask at the counter.

You can contact the Housing Benefit call center (LH) at 1600-0777 or your community service center. The Ministry of Land, Infrastructure and Transport call center is 1599-0001. The date checked is 2026-10-12.
